C. 946, which is “an Order in Council establishing regulations re provision for the administration relative to the further placement, control and maintenance of persons of the Japanese race in Canada” The order was presented by A. D. P. Heeney to the Governor General in Council at the Government House at Ottawa on February 5, 1943. According to the document, the order, on the recommendation of the Minister of Labour, redefines the administration power managing Japanese Canadian internment since the initial “evacuation” has been completed. The order redefines the Minister’s duties, powers, enforcement, administration and advisory board. The order also redefines the departmental assistance for and other general authority of the Minister. The document is photocopied from page 359 to 363 of an unknown book.
